The purpose for this evaluation is to assess the performance, quality and effectiveness of management arrangements, and impact of the project, and analyses project achievements, challenges, best practices and lessons learned to inform future programs in order to ensure the sustainability of the project The evaluation is expected to contribute to accountability towards the PHDF as a donor and the beneficiaries of the program.
The evaluation will cover the time from July 2021 to July 2023, and will have the following specific objectives:

Validation of number of Literacy centers.
· Validation of number of learners made literate in the period under evaluation.
· Assessment of literacy skills of the current learners to be used as proxy indicator for assessing the same for persons made literate in the period under evaluation.
· Assessment of the syllabus being taught.
· To identify and assess key lessons learned, challenges and draw recommendation for future projects
