About Pakistan Human Development Fund

Pakistan Human Development Fund (PHDF) was established for human development interalia in the fields of primary education and health for the benefit of the poor, needy and deserving sections of the society. The purpose was to provide necessary facilities in order to enable them to access the resources for their productive employment. PHDF also aims to contribute to Pakistan’s progress toward national development priorities and global commitments, including the Sustainable Development Goals (SDGs).

PHDF is registered as a not-for-profit Company under section 42 of Companies Act 2017 with Securities and Exchange Commission of Pakistan in 2002. PHDF has registered with PCP and have PCP certification valid till 2027. Moreover, PHDF has an exemption 2(36) valid till June 2026 and enjoys exemption status under section 150 and 151 of the Income Tax Ordinance 2002. PHDF carries out its activities by extending financial support to National Commission for Human Development, which is a body corporate constituted under Government of Pakistan’s Ordinance, 2002.

PHDF and NCHD in a groundbreaking collaboration since 2002 forge a powerful partnership that has transformed the landscape of Pakistan's development sector over the past 24 years. The financial base was provided by contribution made by all the founding and the sustaining directors from PHDF.

An arrangement of public private partnership was made with a public endowment fund provided by the Government of Pakistan. Later on a firewall for channelization of funds was created by PHDF. This arrangement so far has achieved remarkable milestones in the field of Primary education, Adult Literacy, Community health, literacy, Skill Development, Women Empowerment and community development.

Glorious past: With an outreach of 42 districts, PHDF in collaboration with NCHD has mobilized a dedicated force of 204891 volunteers across Pakistan, creating a robust network of change-makers who have performed well in national disaster (Earthquake, IDP, Flood and Tree Plantation Drive). In another concerted effort 5770 feeder Schools were established in past two decades wherein 310,241 learners were graduated. In the field of Primary health women were taught ORS preparation and immunization of Women against tetanus whereon 14.87 (million) were spent.  Bill & Melinda Gates Foundation provide a grant of 6 million US dollars for this ORS projects. 44000 children were provided with glasses. In Adult Literacy 1,73,854 Literacy Centers were established wherein 1.4 million adult learners graduated.  In order to cater the need of out of school children who have crossed the age of 11 years 3000 ALC’s in 117 Districts of Pakistan were established wherein 7500 illiterates were made literate. PHDF feeling its responsibility for all the segments of society opened ALC in 110 Jails across Pakistan.

PHDF has carrying on the legacy of brilliant history currently introduce Contemporary Education in Dini Madaris. In order to open gateways of modern education to the Dini Madaris students 100 Dini Madaris were selected across Pakistan enrolling 1884 students wherein 100 Computers were provided. Computer training was provided to 100 teachers to deliver a blended AIOU certified Middle Tech curriculum in Deeni Madaris. Another project titled Zero Out of School Children in ICT is a cofounded project by PHDF, MOE&PT and NCHD. This initiative provided accessible education to 15,765 previously out-of-school children, offering structured learning environments and bridging critical gaps in education access. In order to support, 584 local teachers have been engaged, ensuring quality education delivery and community involvement.

These initiatives have contributed significantly to Pakistan's development, with significant increase in its literacy rate.
