Ms. Razzaq has joined PHDF as CEO in March 2023. Ms. Razzaq is a senior Civil Servant who retired from FBR in 2019.  She holds a Master's in Pakistan Studies from QAU and HRM from the University of Manchester UK.   She has a variety of experiences to her credit. Her career as a Civil Servant was quite dynamic. She has served as   Chief Commissioner RTO Rawalpindi, DG Withholding Taxes, and DG Research and Development.  Ms. Razzaq also served in National Accountability Bureau from 1999-2005 for six years as an Asset Investigator. Before, joining PHDF She served in FTO as Income Tax Advisor for two years. Ms. Razzaq is also a Chevening Scholar 1996-97 and remained an Associate Research Fellow with the School of Management and Organizational Psychology at Birbeck College University of London through assistance provided by Charllace Wallace Trust Scholarship in 2001. In 2007 Ms. Razzaq was selected for the prestigious US program of "International Leadership Visitors Program".

Syed Yasir Shah

Manager Finance and Company Secretary

Manager Finance / Company secretary in Pakistan Human Development Fund (PHDF) since Sept-2023.

Worked as Sr. Manager-Internal Audit in Pakistan Poverty Alleviation Fund (PPAF) which is Pakistan's apex non-governmental development organization for about 15 years.

Haroon Javed 

Manager Program and Accounts

Joined PHDF in December 2023 as Finance Officer, he was promoted to Manager Program and Accounts with additional responsibility of Manager Taxation in May 2025. He oversees program design, implementation, and taxation, while supporting the Manager Finance in maintaining accurate accounts.

Worked as Head of Accounts at the Omar Asghar Khan Development Foundation (Dec 2012–Feb 2022), overseeing financial operations, donor reporting, and budgetary control for multiple development projects.

Joined PHDF in February 2025 as an Office Assistant. Through dedication, hard work, and a strong sense of responsibility, he consistently delivered excellent performance. Recognizing his skills and commitment, the organization has now promoted him to the position of IT Coordinator. Umair continues to contribute to the efficiency and growth of PHDF with his technical expertise and proactive approach.
